Challenge

Wind turbine technicians faced unique and pressing challenges due to outdated elevator regulations designed for unrelated sectors.

These standards caused inefficiencies, high turnover, and safety concerns within the workforce. Technicians were often required to climb 380-500 ft daily, performing grueling physical tasks to maintain wind turbines. Minor lift issues, such as a burnt-out lightbulb or mechanical failure, required urban-based licensed mechanics to travel hours, leading to weeks-long downtime.

This situation not only delayed operations but also placed undue strain on technicians, resulting in a workforce struggling with physical fatigue and short career spans. Addressing these issues was critical to ensuring operational efficiency and workforce retention in this growing sector.

Solution

Our team developed a strategic framework to address these challenges, beginning with extensive stakeholder engagement and system mapping.

We facilitated focus groups with wind operators, service providers, and Original Equipment Manufacturers to gather diverse perspectives and uncover root causes. Our team also conducted jurisdictional research to identify how similar issues were handled globally. Through co-creation workshops, they collaborated with industry regulators to develop phased, practical updates to safety standards.

The proposed solutions included specialized training for technicians to safely handle minor lift repairs and pilot exemptions to improve response times. This approach balanced safety priorities with the practical needs of the workforce and operators.
